CLEAN ENERGY AND WATER TECHNOLOGIES PTY LTD (CEWT) - Expression of Interest (EOI)
CLEAN ENERGY AND WATER TECHNOLOGIES PTY LTD (CEWT)
EXPRESSION OF INTEREST
20 MW CRT Trigeneration Project | Latrobe Valley, Victoria, Australia
Invitation to data centre developers and operators for long-term dedicated electricity and cooling offtake
1 Invitation
Clean Energy and Water Technologies Pty Ltd (CEWT) invites expressions of interest from established data centre developers, operators and project sponsors seeking dedicated electricity and integrated cooling for new or expanding AI, cloud and high-density computing facilities in Victoria. CEWT is progressing a proposed 20 MW Carbon Recycling Technology (CRT) trigeneration project in the Latrobe Valley, with potential future expansion to 30 MW.
The preferred model is for an independent data centre operator to develop, own and operate its computing facility, while a dedicated energy project company (SPV) develops and supplies electricity and agreed cooling services under long-term commercial agreements.
2 Proposed energy and cooling offering
• Indicative 20 MW-class continuous electricity supply, subject to final plant design, availability guarantees and contractual delivery point.
• Behind-the-meter supply architecture intended to reduce dependence on public-grid capacity and connection timing; electrical resilience and backup arrangements to be jointly engineered.
• Integrated heat recovery from generation and methanation, with potential absorption chilling and complementary cooling equipment, sized to the operator’s thermal requirements.
• A long-term power purchase agreement (PPA), potentially paired with a cooling services agreement, with pricing, indexation and performance terms to be negotiated.
• Provision for staged expansion to approximately 30 MW, subject to demand, site conditions, permitting and investment approval.
3 CRT technology proposition
CRT is an integrated process concept in which methane is used as an energy carrier, carbon dioxide is recovered from the generation process, and recovered carbon oxides are converted back to methane using hydrogen-rich synthesis gas and supplementary hydrogen. The proposed system integrates reforming, CO₂ recovery, methanation, power generation and useful heat recovery.
The project is intended to demonstrate measurable carbon circulation and energy integration. Any claims regarding low emissions, defossilisation, renewable content or carbon intensity will be subject to validated mass and energy balances, renewable-energy sourcing, operating performance and independent lifecycle assessment. The technology is at project-development stage; performance is not yet commercially demonstrated at this site.
4 Commercial participation
CEWT proposes to retain CRT intellectual property and license the technology to the project SPV. The SPV would arrange project financing, procurement, construction and operation of the energy infrastructure, potentially with specialist technology and investment partners. The data centre operator would remain responsible for its own land/facility requirements, IT infrastructure, customer relationships and data centre operations, unless otherwise agreed.

5 Information requested from interested parties
Respondents are invited to provide a concise, non-binding outline covering:
• Company profile, relevant operating experience and principal contact.
• Proposed site or preferred Victorian location, development stage and target commissioning window.
• Expected electricity demand (MW), load profile, uptime/redundancy requirements and anticipated expansion.
• Cooling demand (MW thermal), supply/return temperatures, cooling technology preferences and water constraints.
• Preferred contract duration, commercial structure and willingness to discuss conditional power and cooling offtake.
• Indicative site access, permitting, interface and project-development requirements.
6 Proposed engagement process
CEWT expects to review EOIs and invite selected respondents to confidential technical and commercial discussions. Subject to mutual interest, the parties may progress to a non-disclosure agreement, preliminary load and cooling studies, a non-binding memorandum of understanding and negotiation of conditional offtake documentation.
Technical due diligence will include integrated mass and energy balances, firm-capacity and redundancy design, hydrogen and renewable electricity sourcing, emissions verification, cooling performance, water requirements, project economics and delivery schedule.
7 Indicative project status and conditions
The 20 MW project is proposed, not yet financed or committed for construction. The capacity, performance, timetable, tariffs, carbon benefits and availability of cooling are indicative and subject to engineering, supplier confirmation, site selection, permits, investment approval and binding agreements. This EOI is a market-sounding invitation only; it is not an offer to supply energy, a procurement tender or a commitment by CEWT to proceed.
8 Submitting an expression of interest
Interested data centre developers and operators are invited to submit a short company introduction and an outline of their electricity and cooling requirements, referencing “CEWT 20 MW CRT Trigeneration – Data Centre Offtake EOI”.
